Front derailer not moving

I have just purchased a secondhand Diamondback, DB Edgewood Hybrid, it is a 24 speed mountain bike. The problem I’m having is that the front derailleur does not move. I have found that the cable housing from the handle bar to the frame might be missing a stopping device. When I use the front shifter, the cable housing is pulled into the frame not allowing the derailleur to move. Is there a metal piece that is supposed to be on the end of the cable housing as it goes into the frame? Also I would think you feed the cable from top to bottom? Yes or no? Dan
